Voila la dite phrase"The new procedures, intended to improve the monitoring of certain foreigners in the country, will apply to anyone arriving with a student, business or tourist visa who is believed to fit the criteria of a potential terrorist. "
If one is "BELIVED TO FIT THE CRTITERIA OF A POTENTIAL TERRORITS"...WHY
1.give him a visa....why,why why.
2.not arrest him,as pre-emptive action(c'est la mode)
3.a potentiel terrotist,an intentionned terrorist,a thinking terrorist,a futur terrorist,a past terrorist,a middle terrorist,a quarter of terrorist....TOUT CELA C'EST DU PAREIL AU MEME
